Kyiv officials reported that 16 ballistic missiles and more than 280 drones targeted the city overnight. The strikes focused on transport infrastructure, with the South Bridge taking direct hits. President Volodymyr Zelenskyy stated that Russian forces attacked again while emergency crews were still clearing the initial damage.
The assault disrupted logistics networks vital for the economy. Zelenskyy described the event as a serious escalation in the campaign against Ukrainian logistics. The impact extended beyond the capital, with deaths and injuries recorded in Kharkiv and Pavlohrad.
The Russian Defence Ministry announced via Telegram that its forces targeted a logistics hub in the Kharkiv region. The ministry also claimed industrial sites and cargo vessels serving military purposes were hit. In the Russian-controlled Zaporizhzhia region, a drone strike on a bus killed one person and injured 30 others.
The violence occurred as diplomatic efforts to stabilize the front lines accelerated. Kyiv and Moscow agreed on Friday to hold United States-mediated technical meetings in Abu Dhabi in early November. A drone attack on the Russian city of Bryansk killed one person and wounded six near the border.
Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Store called Putin on Tuesday to discuss upcoming negotiations. They conveyed messages regarding future talks held in consultation with Ukraine. Stubb said the war's outcome would directly affect the security of Finland, Norway, and Europe.
The leaders emphasized the need for direct discussions to end the conflict. Stubb noted that ending the war requires direct talks. Store added that they stressed the importance of de-escalation during the call. Both leaders clarified they spoke for their own nations and not for Europe as a whole.
Zelenskyy spoke to the pair after their call with Putin. He said they discussed preparations for the November meetings and the need for real steps to reduce attacks on energy facilities. The calls followed talks in Oslo on October 20 involving Zelenskyy and US special envoy Steve Witkoff, who met Putin in St Petersburg the next day.
A localized ceasefire in the southern Kherson region took effect on Tuesday. This pause allows aid to reach the Russian-controlled town of Oleshky. First Lady Melania Trump is credited with securing this specific truce.
